Extending the Low Income Pool in Florida

HousePhotoOriginal5646CMS notified the state of Florida that it would allow for a $1 billion LIP fund for 2015-2016. In addition, LIP would provide financing for $1.2 billion in hospital rate increases to the base rates paid to hospitals.

Total LIP funding: $2.2 billion
 
As the largest provider of Medicaid and uncompensated care in Florida, HCA strongly supports the following:
 
  • Hospital rate enhancements should be paid to all hospitals uniformly through the DRG base rate, in a manner in which the dollar follows the patient.
  • DRGs pay hospitals fairly based upon the diagnosis of each patient; the concept is to pay the same for all like patients to all hospitals.
  • Reimbursing a hospital for the actual treatment provided to a Medicaid patient is the most equitable payment method and incentivizes efficiency.

In other words, get a good model, prevent too much tinkering with it and hold on to as much of the new money as possible.
