Perhaps no two bills were involved in more parliamentary maneuvering than HB 885 and SB 397. HB 885 would have allowed limited use of liquid extracts from marijuana for the treatment of seizure disorders, primarily in children, and was strongly favored by the House.

SB 397 would have required insurance companies to provide coverage for behavioral analysis to diagnose Autism and was a Senate favorite. In each case, the bill’s language was added to multiple vehicles in an effort to get it through the other chamber.

Both bills were held hostage in hopes of forcing movement by the other House. In the end, both hostages died. (A study committee on medical marijuana was created.)
